TBOT, I’d suggest maybe Old Ebbitt Grill? I also like the cheeseburgers and fried fishes very much at Circle Bistro, but they may only be on the bar menu. Other possibilities to be Clyde’s (as mentioned by dar1a, btw Clyde’s owns Old Ebbitt), Cafe Saint-Ex, or I bet Oceanaire or M&S would work. Palena’s front room cafe has the most amazing burger but I can’t predict fried fish.
