(altho it’s pretty silly that now they’ve lowered the dui limit to .08 they can make not-all-that-drunk sound insanely inebriated — “more than twice the legal limit”!)

.16 and above IS pretty drunk for most people, actually. Not insanely inebriated but it’s not exactly far off from .2, which is basically insanely inebriated in my experiences with those at that level or higher.
