this is completely correct tho. i have no idea what suarez said and it may well have been racist, but otoh a lot of stuff that's considered perfectly fine in latin america would be considered offensive here, and i don't expect a footballer to have engaged all that much with the culture in this country to know otherwise.

i think that for a ref to award a fk or peno, rather than 'deliberate' they'll use either movement of hand towards ball or the hand being in a position away from the body as a working
