there's a draft system in place, so the top-tier teams can't just pick the cream of the crop of those amnestied. so billups threat is the only way he has any leverage at all (over the NYK or his future team).

Billups should go back to Detroit. They need a PG, and since they've basically rebuilt the team that was good before Sheed got fat it'd be perfect.
