some of mine seem sort of stuckush (not spelled right, i know), but i haven't travelled that much outside of the US. as a result, some of these are places that may not be "world class," but they are places that i have enjoyed and appreciate nevertheless:
berlin, germany
new york city, new york, usa
seattle, washington, usa
vancouver, british columbia, canada
sacramento, california, usa
cincinnati, ohio, usa
salt lake city, utah, usa
calgary, alberta, usa
sioux city, south dakota, usa
portland, oregon, usa

yeah crazy 60s masterplaning. what doesn't work in city or neighborhood planning seems to work better in planning a capital/capitol. Belize and Bangladesh (and hell even DC) have masterplanned capitals that project a sense of unity that the country often doesn't have.
