Is it possible to ban people from starting threads, or at least limit them to something less than 127 a day?

he asks as he doggedly embarks on his third thread of the day! I seem to remember in the early days of ILE, back in the Greenspun era, there was something in the Q&A about how it was considered if not unacceptable then slightly "bad form" for a user to post multiple threads in the same day.
I certainly see the sandbox as being a more relaxed forum than ILX proper, but this is simply my personal perception and I can't readily attribute it to anything. I am sure you guys can help me out by brainstorming a few potential reasons.

Sandbox feels more liberal and relaxed. Maybe its coz its an ephemeral thing, at least theoretically.
