Well, I can definitely see why a place like Disneyland would want to avoid having an unofficial Santa wandering around interacting with kids -- it's a liability disaster.

(Also I'm don't understand why the guy couldn't say "no, little child, I'm not Santa, I just happen to look like him" and go about his business. Or if he's really such a freak he could always wink as he stood up and walked away, leaving that child to forever think that he or she caught Santa on his day off, just chilling and riding some rollercoasters, and shared a moment of complicity with him. But umm yeah otherwise c'mon dude, you can tell kids you're not Santa without having to crush their little dreams or anything.)
