Chrétien was the first prime minister from Quebec to speak English with a French accent. Before him, French leaders tended to speak English with an Irish accent.

Is this true? It seems kind of random if so. Is this because of a Newfoundland/Labrador influence or something? Were there many Irish teachers of English in Quebec in the first part of the 20th century? (I'm assuming Trudeau and Mulroney don't count for this.)
